enabling location services

I'm having two problems with my iphone at the moment:

1) I just downloaded and application which requires location services to be enabled. When I go to Settings - General, I do not have an option entitled "location services" How do I enable this option?

2) I have a voice prompt correcting my spelling on text messages and email. For the life of me, I can't figure out how to shut it off.
