My ipad2 has rotation locked. Swiping on the multitasking screen to unlock rotation does not work. Resetting all settings did not work. Turning on/off did not. Setting the rotation lock on/off in the settings app did not either. Any ideas?

Check Settings>General>Use Side Switch to. If it's set to Lock Rotation you need to flip the switch on the side (above the volume rocker switch) to unlock it.

Did you try double-tapping the home button, swiping the multitasking list at the bottom to the right, then tapping the left-most icon (to the left of the music controls)?
It sounds like you need to try what randers4 suggested. That should be the only other solution you haven't tried.
Thanks to everyone. Unfortunately I had tried all that. It seems like something is locked in the programming. Unless anyone has other ideas I guess restoring to last backup is only option I can see. Thanks again.
