I need help changing my iTunes Store

So I bought a gift card while I was in Canada (still there) but I can't redeem my are since my account store says in in the us. I need to redeem it but I can because I have balance on the account (73 cents) so whenever I try to change it it said I need to run off all balance before I can change it
