I can't get my iPad screen to rotate. I checked the lock option on the home screen and in the general settings and neither are locked. I also reset the iPad and did a hard reboot by holding the home button and sleep button for ten seconds.

It could be a manufacturing error take it to a apple store and see what they can do

Not all Apps offer this feature...
Settings > General > Lock Rotation..
Or...
Double-press the home button...
Swipe to the right until you get to the Portrait Orientation Button...
