30 iPads and how to get even free apps onto them after 10 device limit per acct.

I am in the process of preping 25 ipads for 2 branches for a client who tutors kids. One branch will have 15 and the other 10 iPads. The number may expand from 15 to 20 at one branch. This customer has no Apple computers, only currently XP PCs. As I understand it Apple has imposed a 10 device limit per iTunes account. I assume that in this case that the 10 items includes the PC that iTunes is installed on?


My question is how does one even get free apps on these iPads since there is a 10 deivice limit per iTunes account? Is this 10 device limit also in effect with iCloud as well if the devices are switched to using that for backups? Is this client forced to to use a MDM application to place applications on these devices?


Totally confused here and any help would be greatly appreciated.
