I've noticed that even with the Apple keyboard, it is off as you restart and there is a very brief nano-second-long flash of the little green light (which means it turned itself on); if you press any key before that, it will not work as they two are not yet talking to each other. If I can hit it a) while the chime is on and b) right after the light goes off - both at the same time - then it works. I've found that using my old USB keyboard is much more reliable in this type of situation, so if you have one, try it.
Resetting PRAM
Press and hold the Command + Option + P + R keys while the startup chime is playing.

I have a Logitech wireless keyboard and I can't make this option work.
I'd google for a solution that suggests what the equivalent keys would be on the Logitech or how to program it so it works for those keys.
