How do you get a video from one iPad to a second iPad using iCloud?
iCloud doesn't sync videos. You would have to import them to your computer (see http://support.apple.com/kb/HT4083), then import them to your iTunes library and sync them to your other iPad. A far easier way is to use an app like PhotoSync to wirelessly transfer them from one iPad to the other (works for photos too).
