HOW DO i SAVE PHOTOS ON IPHONE TO ICLOUD?

I have been trying to back up my phone to iCloud because I'm switching iPhones. When I have been trying to back up my iPhone, everything is backed up except for my photos. When I look in Photo Stream, they aren't showing up. I have 600 pictures that need to be backed up into Photo Stream, but only 7 are showing up. I have made sure that I have Wi-Fi turned on, my camera app is closed, and that my phone is at 100%, and my pictures still aren't backing up. My music, contacts, calender, ringtones, and everything else are backing up except for my pictures. I can't switch my phone until I have everything backed up. Does anyone have any suggestions?

iPhone 4S, iOS 6.0.1

The iCloud backup only contains camera roll photos, not photo stream photos. If your photo stream photos are not saved to your camera roll, open your My Photo Stream album, tap Edit, Tap all of the photos you want to save, tap Share, then tap Save to Camera Roll. You can then either back them up to iCloud as part of your iCloud backup or import them to your computer, as outlined here: http://support.apple.com/kb/HT4083. I strongly recommend that you import them to your computer as this is far safer than relying on your backup.
