Dec 28, 2012 7:06 PM in response to Jwade90by Demo,You can't do it via iCloud. New photos only. You can import the photos from Photo Stream on your computer and them sync the, to the iPad - and they will also be on the computer after you import them.

With iOS 6, you can createa Shared Photo Stream and put whatever photos you want in it.

I would like to have them on iPad in case anything happens to my phone or vicversa
Ideally, you should put them onto a computer and make regular backups of the computer.

Not with iCloud. They are only there for 30 days.
WIht the others (DropBox, SugarSync, etc.) I would not rely on them for your only permanent storage.
