How does one 'anchor' an application to a particular screen ? (Like in 'Spaces' !)

How does one 'anchor' an application to a particular screen ?

(Like in 'Spaces' !)

[ Find it very frustrating to not be able to quickly spring to a window

and have an application anchored there ! ]
