I cannot delte messages from my inbox.

See if selecting the mailbox you're working with and rebuild (Mail.app > Mailbox > Rebuild) and once that completes, then select the trash or other mailboxes involved, and rebuild those, and then try the delete again.

If your ISP offers it, also try deleting the message(s) from the web interface, and see if that clears this.

SSo I went on my phone after I listened to the voicemails and tried to delete one at a time on my phone and then it reappeared was losing my mind..put my phone on airplane mode deleted the messages and now they are gone and didn't come back yay
