Thus far I have synced the iPad mini via iTunes. And yes the same contacts are missing at icloud.com and on the iPad mini.

I just tried turning off on the iPad for the Contacts to sync with iCloud automatically and to just sync with iTunes.( It was on to guess it synced to iCloud even though it was syncing via iTunes also.) All to say, the message I received was that "syncing my iPad with my MBP will change will change more than 25% of my contacts or groups on my computer." Does that mean that my existing Contacts on my MBP will be erased and then replaced by the incomplete Contacts content from the iPad mini or that the iPad contacts will just be added into the MBP Contacts?

Before you go any further, make sure you have a good backup copy (or two) of your contacts on the MacBook Pro, just in case they get trashed by accident.

I would suggest switching to only iCloud contact syncing or only iTunes contact syncing. If you pick iCloud, the first thing you have to get working is sync between your MBP and icloud.com; if that's not working, you'll never get the right contacts synced through iCloud out to your iPhone and iPad.

You said that the unsynced contacts are not (all) on "On My Mac." Can you see any other pattern (age, content, location, whatever) to which contacts sync and which don't?

If you delete and re-add one of the unsynced contacts, does it start syncing?
