My iPod touch 4th generation has a small circle in the bottom right corner of the lock screen and it won't let me type my password in? How do I fix it?

You likely have the Accessibility VoiceOver turned on. To turn off see:

iPhone: Configuring accessibility features (including VoiceOver and Zoom)

Try triple clicking the Home button and unlocking and going to Settings>General>Accessibility and turn it off. Use three fingers to scroll the screen there if necessary.
