How do you make the manu bar or fonts bigger?

I have connected my Mac Pro ( $3000.00 ) computer to my HDTV (1080p). At at distace of about 8 feet from my couch, I have hard time reading this. On side note I had my eyes checked and have 20/20 vision. Also if you open for example sarari you have option to zoom in on pages by clicking "cmd - +" but your safari file menu, address bar and other things are unable to zoom in even with fonts.

Let me know if someone has solution to this or I am switching back to windows.
