Unable to sync iphone 5 and new ipad with icloud - any suggestions

I upgraded from iphone 4 to 5 and have not been able to complete a sync to icloud. Any ideas or suggestions on how to complete? I received an ipad for christmas and have not been able to complete a sync with icloud on this device either.

iPhone 5, iOS 6.0.2
