Did you check in the individual contacts? There should be a FaceTime button in the person's contact. If not, then you probably have a iPhone which has FaceTime disabled by order of the local authorities.

FaceTime is not available in phones sold in Saudi Arabia, UAE, or Qatar. It is permanently disabled and may not even work if the phone is SIM unlocked and you use a SIM from another country in that country.

Check Settings>FaceTime>On and Settings>General>Restrictions>FaceTime>ON. On the 4, 4S and 5 FaceTime is accessed through contacts. Go into your Contacts, access the contact you want to FaceTime with and you will see a tab at the bottom of their contact card. You can also access FaceTime by going into your Phone app, select dialling keypad, dial number, press call and an option for FaceTime on the keypad will appear. It should be noted that FaceTime has been removed from iPhones sold in some Middle Eastern countries at the express wish of the respective Governments.

At Saudi arabia the devices without facetime are much cheaper. Sellers keep putting them on sales. I can see the 16GB like 300 SR less at Jarir.. If you bought from a respectiful place you should be able to return it and replace it with the other with facetime and pay the differnce. Check Jarir website to note the difference between both devices prices.
