Stuck on blue screen

I'm stuck on blue screen when I try to start it up... I just had a new hard drive installed at the apple store... What can I do to solve this problem?

Did they say they installed an operating system? If not, how old is the computer?

They I stalled the OS, I did a backup (from external drive) at home and now I'm stuck on a blue screen

Safe Boot by restarting your computer while holding down the "shift" key. Safe booting disables all nonessential processes, often times allowing you to start up when you would otherwise crash.
