Use Itunes.
Yes. You have to sync with iTunes. This talks about how you can sync content with iTunes.

This talks specifically about syncing music. It is an iPod article but the process is the same for an iPad.

These are my step by step instructions.
Connect the iPad to the computer and launch iTunes.
Click on the iPad name on the left side under devices.
Click on the Music Tab on the right.
Click on all of the albums or playlists that you want to sync - or the entire library if you like.
Click on the Sync Music Heading.
Click on Apply in the lower right corner of iTunes
I connected the iPad to my laptop and then launched iTunes. When it opened, the left side showed Library, Store and Playlists. There was no list of devices. What have I done wrong?
If you have the latest version of Itunes, the devices should come at the top right corner of the itunes interface
Launch iTunes and then from the menu at the top of the screen go to View>ShowSidebar. You should see your iPad under the Devices heading once you enable the sidebar.
