I travel and work in Norway and Canada, why can't I download an app from a Norwegian site?

The usual answer tends to have more to do with what country your credit card is in than any more-technical reasons.
There is email support for the App store in most countries, if you need assistance from an Apple employee.
This was a free App. Why can't I use a Valid credit card from Norway on my Canadian site?
