If you see a lock icon in the upper right corner of the screen - then the screen orientation is locked.
Try the side switch above the volume rocker first and see if that unlocks the screen. If that doesn't do it, double tap the home button and swipe to the right and look for the lock icon all the way to the left.
If you do not see the lock icon and the screen is unlocked but still will not rotate, reset the iPad.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the button

Orientation Lock
Not all Apps offer this feature...
Settings > General > Lock Rotation..
Or...
Double-press the home button...
Swipe to the right until you get to the Portrait Orientation Button...
Understanding the Side Switch
I did those both, but it still won't work.
You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your device settings again.... All of the settings in the settings app will have to be re-entered.

Close All Open Apps... Perform a Reset... Try again...

Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
No nothing happened I think I will just have to go into apple and get a new one.
Could an app be the problem?

Which App do you suspect and has Rotation worked with it before...
From my first post... Not all Apps offer this feature...
Did your iPad screen EVER rotate or has it never worked at all?
I can't rotate any apps, but if the app is already sideways it will stay like that. I can't rotate anything. Last night a was on a app for awhile and the next day in the afternoon it I couldnt rotate.
Yes it has rotated untill today.
Did you close all open apps in the recents tray like Ana suggested and restart the iPad? Did you close them like this?
Go to the home screen first by tapping the home button. Double tap the home button and the task bar will appear with all of your recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus (-) sign in the upper left corner of the app that you want to close. Make sure that you close every app. keep swiping in the recents tray to get to every app icon. Tap the home button or anywhere above the task bar. Restart the iPad.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Did anyone else have this promblem and how did they solve it?
Yes I did that Demo and now I have another promblem I can't manage my storage because it says you can't manage the storage untill it restores from the backup. And I don't know what that means.
Not all apps and functions rotate. If you have tried all the steps above then you need to restore the software, but to be honest I have never heard of a restore needed for rotation lock
