I made a purchase within a App for $9.99 and never got what I paid for! Who do I contact to correct this?

I'm very displeased with this, I thought the credit would be added to my account but it hasn't been as of yet. It shows that I made the purchase in my itunes account and the money has come off but I have not gotten my purchase. How do I solve this? I either want my credit or money back. Seems like a scam.
