What if Bluetooth doesn't appear in the view menu and is listed as unavailable?

This situation began with a power failure. The bluetooth icon at the top of the screen is grayed out and has the horizontal line through it. When I click on it "Bluetooth is not available" appears. No icon appears in the system preferences and under mouse and keyboard preferences no wireless option appears. The batteries in both are operating and they light up as they should.
