You would need to restore from a backup, if those pictures were included in the backup http://support.apple.com/kb/HT1766 , if you don't have a backup, then I'm sorry your pics are gone.

You can only retrieve it from icloud, if you had it set up. Do you have an icloud backup.

Have you been backing up to iCloud (Settings > iCloud > Storage & Backup > iCloud Backup > ON)?

yes, last backup at 9h17 this morning.
if you do have a backup, then on your phone go to settings - general - reset - erase all contents and settings. This will wipe your phone clean as brand new. Then you will have the option to restore from backup choose icloud.
Are you positive those pics/videos were included in that icloud backup?
If that backup was done BEFORE the photos were deleted, restore the backup:
Settings > General > Reset > Erase All Content and Settings
When reactivting the phone, you will get the option of restoring the backup from iCloud or iTunes.
I'm not 100 percent sure if the pictures were were in that backup...are there other options? Should I try it anyway?

It will be restored to whatever was included in the last backup.
The phone will be restored to exactly the state it was at the time of the last backup. Any apps or iTunes music purchased after the backup will also be restored (it will take a while do re-download everything and should be done under WiFi, not cell data network). Contacts entered AFTER the backup will be lost.
See my first post for an expensive option if the photos are not in the backup, but no guaranty that they can be recovered.
