How do I change my security questions if I don't know the answer to my old ones?

The question speaks for itself but I've over and over to remember the answers but I can't and I've been receiving emails that only tell me to send more emails to apple support where I identify my problem over and over so can some please explain how?

iPhone 5, iOS 6.0.2

Call Apple Care for your country and the 1st tier agent should be able to assist you or transfer your call to the Account Security team.
