Bluetooth not working in iPad 4

I have a new iPad 4.I m unable to connect this iPad with other devices through Bluetooth..what happens is that Bluetooth icon is grayed or disabled. It searches for Bluetooth devices but only identify Nokia devices not Samsung or any laptop. I have set Bluetooth setting on even than it does paired with any Bluetooth device.if a Bluetooth device tries to establish connection the iPad makes connection Bluetooth icon on iPad become blue however within few seconds the connection is broken and Bluetooth icon on iPad become gray again. I am using iOS 6.0.1. Is it hardware fault or software fault.is there any remedy for it.
