Hi KyrReg,

Version 3.0 can be found through iTunes Connect -> Deliver Your Content then under the heading Additional Resources.

Unless there is something specific you require from version 2.1, I would recommend using the latest version 3.0 from Apple.

I am afraid that the path iTunes Connect -> Deliver Your Content is hidden for accounts that distribute content for free or an additional program is required.
