My daughter enabled the voice command and I can't get it off???????

It is called VoiceOver.

Try triple clicking the Home button. Then go to Settings>General>Accessibility and turn it off. You may have to use three fingers to scroll to get there. If difficulty see:

i cant even get it to come up i see it way down but cant get it
