All sales are final. Did you not restrict purchases?
You can try contacting itunes support and asking for an exception:

You can contact itunes support here to see if they can or will be able to help you.
Also you need to go to settings, general, restrictions, and set the restrictions to prevent in app purchases, it will have a passcode on it .
