Correct; your iPad mini is not a cellular telephone.

You can send and receive iMessages to/from other Apple devices, but you cannot send or receive text messages.

From the Manual:

Using the Messages app and the built-in iMessage service, you can send unlimited text messages over Wi-Fi or cellular data connections to other iOS and OS X Mountain Lion users. Messages
can include photos, videos, and other info. You can see when other people are typing, and notify them when you’ve read their messages. iMessages are displayed on all of your iOS devices logged in to the same account, so you can start a conversation on one of your devices, and continue it on another device. iMessages are encrypted for security.

I can confirm SMS Text messaging does not work on an iPad Mini with iOS 6.1

This means that most prepaid 3G internet data plans do not work while SMS text messaging is used for prepaid balance control. That is send an SMS text message with a special code to top-up balance or be warned by SMS text message when balance is about to run out.

You can follow this issue here: 3G prepaid internet on an iPad Mini

I currently have an trouble ticket open with Apple Customer support while a 3G prepaid internet Nanosim card from T-mobile (Germany / Netherlands / Europe) can not be controlled by SMS text messaging.

It does work in an iPhone 5 - which also uses the nanosim card.

Here is the expensive workaround i have tried.

You need iPhone + Android Phone + iPad + Sim card. (2 sim card if you want to use cellular on ipad)

1. Insert call sim card into your iphone and setup for iMessaging.

2. Enable iMessaging on your ipad.

3. Shutdown your iPhone without removing the sim card, so iMessaging via mobile number is not disabled.

4. Take out the sim card and put it into your android phone.

5. Download mightytext on android. Enable the service.

6. Download iCabMobile on iPad.

Now SMS / MMS non iOS users with iCabMobile (a webbrowser that can save files), and use iMessages for iOS users.

Note: You just need step 4 to 6 if you do not care about iMessaging or do not have iPhone.. but SMS / MMS will cost you for all messages, as they are real sms sent via telco.

Mightytext might come with native iPad client.. im waiting for that.
