9.06 gb of other and I don
I tried to sync my iPhone 4s and I saw that I had 8.5 gb of "other" so I restored it and then it showed that I had 9.06 gb of other. I tried everything on here and nothing has worked.

Did you restore it as new?
No. I restored it then backed it up with my previous back up.
You will have to restore as new , then readd your content back to your phone...
Around 1gb of "other" memory is normal, when you get alot above that, it normally represents corrupted data, and you will have to restore the phone, first you try from backup, but most of the time you have to restore as new!

You will HAVE to Restore as NEW, only way....

Did you in fact restore as new? Did you explicitly make that choice?
Yes. Then when I manually back it up, all the 9 gb of content come back! Is there a way to fix this?!?
It sounds like there is corrupt data in one of your apps. One option is to restore agin as new, then one by one manually add back your apps and check your Other memory after adding each app. You can do this while connected to iyunes and resyncing after adding each one and watching your "other" memory each time, Its tedious, but that way you can zone in on which app it is. Maybe start from the last app you added and go backwards.
Other data can be lost App data. If you have removed an app and then restore from backup the App data may be restored, but since the App no longer exists, it won't show as being used anymore. The only way to remove that data would be to reinstall the app and then remove it.
An alternative to this would be to use the iCloud backup feature. If you are already backing up to iCloud, go in and unselect any apps you don't have installed. The alternative (or if you aren't already backing up to iCloud) is to turn off iCloud backup (wait a few minutes) and turn it back on. This will clear out old app data. You can also choose which data you want to get backedup as well. Then after the back is created, go to "Settings > General > Reset" and choose "Erase All Content and Settings". After the phone boots back up, choose to restore from iCloud.
Note, if that doesn't work and you need to set up the phone as new, you can save your Contacts in iCloud. Your pictures, you'll need to transfer to a PC. You'll need to manually reinstall your Apps from the App Store. Unfortunately, you'll lose all your stored messages.
