Because you don't need one. Tethering is a setting in the Settings app.

In order to tether, you must purchase a tethering plan from your carrier. Once you have done that, you can go to settings > general > cellular > personal hotspot and turn on the switch to create a network.
I have no idea what you need. But I DO know that there is no tethering app for the iPhone. If you want to use the iPhone as a cellular modem there is a setting to do so in the Settings app. The istructions for it are here: http://support.apple.com/kb/HT4517
I know where to go to turn on hot spot and also know I have to pay carrier 20 a month to use something I'm already paying for my question is why apple doesn't just give me a app to unlock with out paying.
Because thats a carrier service, not an apple service.
Apple isn't allowed to do that because it would violate their contract with the cellular service providers.
Thanks Chris for your reply I still think apple should allow this app due to the FCC ruling against major carriers to not block such apps this was made clear to them when 4g was approved. Which they paid fines for and have spawned these shared data plans. Unlocking tether feature but not to the people who have unlimited plans.
Then call a lawyer. Apple isn'g going to give it to you. It's not theirs to give.
