When I try to purchase and expansion pack for the Camera Awesome app, it says in-app purchases not allowed.

I want to buy the Awesome Forever expansion pack for the Camera Awesome app. Whenever I try though it says in-app purchases are not allowed. How do I change that?

iPhone 4S, iOS 6.0.1
