I purchased an iPad Mini about two weeks ago. The blue App Store App is not on the homescreen. I am able to download music and iBooks to my computer and then sync them to my IPad; however, any apps I download do not sync. The My iPad screen on my computer shows that the apps are on my iPad but they are not. How can I download the App Store app to my iPad mini? How can I make the apps sync? Thanks!

The App Store app is preinstalled and part of the iOS and as such it cannot be deleted or downloaded again,
I would normally suggest Settings>General>Restrictions>Installing Apps>On. If that is turned off, the App Store icon will disappear.
Also - Settings>General>Reset>Reset Home screen layout will return the icon to the home screen as well as returning the home screen to out of the box condition.
Are you signed into the correct Apple ID in Settings>iTunes & App Stores>Apple ID? The same ID that you used to buy the apps in iTunes?
