iPad (iOS 4.3) not syncing. No recommended fixes work. Cant install new ios version. Cant use wifi or icloud to sync. I think the only way forward is to buy a new iPad - but don't want to lose all the books purchased, as well as the apps, on this one - any suggestions on how to save these/transfer to new device?

If you can't use iCloud or you can't sync with iTunes, you can't backup the device or transfer the content to anywhere.
You can download much of your purchased content again for free - and recover your apps, books, music and so on that way.

Did you try restoring using recovery mode as on of the "recommended fixes"?
Many thanks- didn't realize I could download previously bought apps for free. I did try all the recommended fixes but nothing has worked. New iPad it is.
