Enable disk use on what?
An iphone? You don't. This has never been a feature of iphone/ipad/ipod touch

There is no drive access to an iPhone or other iOS device.

I don't understand. I've used my iPod touch as a disk drive before, but after I installed the new iOS update the device stopped being discoverable as a folder from Windows Explorer.there's about 15 GB of files on it that I can't access. It's all useless space now, I can't even delete them from my iPod without restoring it...
