PC user can't download attached photos

when sending photos via Mac Mail to PC/Windows users they always reply saying "the photo is too small" or "the photo is distorted" or "I cant download the photo" then the next thing they always say is "can you send the photo as an attachment?"

when i compose and attach an email on mac i do it the same way as always, I click on the little paperclip icon to attach the photo, it loads in the body of the email, and it sends.

other mac users dont have a probelm retreving images but PC/Windows users always do.

am i doing something wrong?

Are you specifying "Send Windows-Friendly Attachments" in the open dialog for the attachment?
