Yep.
actually I live in Pakistan I don't have a carrier I got it from my cousin in America.
Well, doesn't matter where you live or who/where you got your phone, as only the carrier whose sim you're trying to use can give you the PUK code for the sim.
Don't know what else to tell you, other than the fact that if you enter the PUK code incorrectly, too many times, you will permanently render the sim useless, & will have to get a new sim.
