Finder screen by default on wrong desktop

I had this problem ever since I upgraded to Mountain Lion:


When I open a Finder screen for the first time since computer startup it will never show on my active desktop. So, I have to right-click the Finder icon and choose >Options>All desktops or >Options>This desktop, whichever one is unchecked. Then the screen appears on my desktop. After that it's works fine until next startup.

Same problem: on startup my desktop icons are never on my desktop until I swipe from desktop 1 to 2 and back.
