How come I only have 12gb free on my iPad but its a 16gb iPad, I got rid of my iCloud but I still have the same problem.
I thought maybe it was iCloud, since that took up 5gb, but it's not, because I deleted it.

LOL, sorry, but iCloud provides you with 5GB of remote (cloud) storage, it doesn't take up room on your device.
You must understand that a device starts with say 16 GB, but with formating and other stuff the USEABLE storage space is less. For instance my 64 GB iPad only has 57.2 GB of useable space.
There is nothing you can do to change this.

Some space was used by operating system. Just like 1TB external hard drive only 900 something MB in it.
It really nothing to do wth icloud, icloud only for your external story.
The operating system is included in the "other" section of the data breakdown you see in itunes. It is not "used" as you say.

You don't get the full 16 gig available to you, some is used up by iOS and the built-in apps, and some by how a gig is calculated (decimal on the box, binary on the device) : How OS X and iOS report storage capacity - Apple Support
The software calculate 1 KB = 1,024 B and 1 MB = 1,024 x 1,024 = 1,048,576 B and 1 GB = 1,024 x 1,024 x 1,024 = 1,073,741,824 B
but hard disk simply consider 1 KB = 1,000 B and 1MB = 1,000,000B and 1GB = 1,000,000,000 B
so 16GB in hard disk only show as 14.9GB in software.
Also IOS eat out some GB so the phone only show 12GB
it is sad for user like us to found out that 16GB I phone only has 12GB space
