You can sell your 3G and buy whatever you want. Apple does not have a 'trade in' program.

Not at the Apple Store.
You will need to sell it on your own and then use the money raised to buy a new one.

In a few countries Apple does work with a company who will give you some return on an existing device; for the US, see:

Similar programs are available in a few other countries, and some dealers may have their own trade-in programs. But you most probably can get more for your iPhone if you sell it yourself.
