Are there any apps that can install animated lock screens without jail breaking the iPhone 5?

I don't know of any way, except perhaps by using an animated GIF or PNG as your wallpaper. I've never tried it, though.
I don't recommend jailbreaking your phone, voiding your warranty, and risking ruining the phone just for this feature, however - http://support.apple.com/kb/HT3743
