That's only there on Libraries that have also been opened by Aperture.

So... Open the Library with Aperture

or

Use Photos View, and show the Event Titles (View Menu). If you collapse them all you'll have a list of Events. (You can collapse them all at one go by option-clicking on one disclosure triangle)
