The iTunes app on the iPad is just the iTunes store, but you might be able to re-download past iTunes music purchases via the Purchased tab at the bottom right of it (re-downloading isn't possible in all countries, and will also depend upon whether you have changed the country on your account since you purchased them) - they will then download into the Music app.

In terms of getting your own CDs into the iPad's Music app, then you will need to sync them via your computer's iTunes (unless you've subscribed to iTunes Match and have uploaded them to it), you can't copy them from an iPod onto the iPad nor can you connect an external drive to the iPad and copy them.
