iPhone iOS 6. What is the difference between, respective purposes, and functions of having both location services for photos vs camera

What is the difference and respective functions of turning on or off location services for "photos" and "camera" ? I guess I don't see what purpose of having the option for photos location services in addition to the camera option?

iPhone 5, iOS 6.0.2

The Photos setting is for third-party apps that may access your photos...location data is embedded in your photos...more of a privacy setting.
