when i have my ipod connected via cable with itunes and I sync all the apps apear on my ipad as well which i really dont want.
I have ticked manually manage ans have icloud off.
Is there another way where when i sync from library it will not appear on all apple devices.?

If you are on iTunes 11 on your computer then you may want to re-enable the left-hand sidebar via View > Show Sidebar (option-command-S on a Mac, control-S on a PC), which might make it easier to navigate. Then connect and select the iPad on that sidebar, and on the right-hand side on the Apps tab just below the list of apps there should be a 'automatically sync new apps' tickbox - if you make sure that is unticked then any new apps shouldn't be automatically installed on the iPad.
