My storage is still showing 200GB mostly in backup how do I delete

I want to keep all the applications, but want to get as much storage as possible as I am giving my macbook to a friend. I have deleted all the files, etc but is only showing 50GB available out of 250? What else do I need to delete. The storage picture shows most of it is backups?

Open the Terminal in the Utilities folder and enter or paste the appropriate command line. Press RETURN and enter your admin password when prompted. It will not be echoed.

To turn them ON: sudo tmutil enablelocal

To turn them OFF: sudo tmutil disablelocal

Note that turning them OFF will also delete all existing snapshots.
