How can you make video calls to non smart phones over the 3G network?

How can you make video calls to non smart phones over the 3G network? I've heard you can't. That seems to be a large step backwards in technology which doesn't sound right to me. Apple and the iPhone should be moving forwards, not backwards... Right??

Thanks for your help. Perhaps there is a difference in network capabilities in the US and in New Zealand. In NZ non android phones are capable of sending and receiving video calls if they are on the 3G cellular network. But they are not capable of using apps tho, so it seems that video calls cannot be made between these two phones unless there is a way for the iPhone to make/receive a video call using the 3G cellular network.
