1. I held the add down nothing wiggles or has an x.
2. I went to settings>general>and tried to go to restrictions and there is no restrictions tab

I'm not sure what "add" means here. What you need to hold down is the circular "home" button below the screen.

You must be trying to delete a core Apple app that came with your iPad. That cannot be done.
If you hold down some other app (one you purchased), it will wiggle and have an "X".
No. I know you can't delete apple apps that came with it. I'm trying to delete apps that I downloaded
Check the box for the iPad and make sure it's not a demo iPad.
Ok. If it is a demo ipad will I not be able to delete things?
It's not normal for an iPad to have no Restrictions in Settings.
Try a reset.
Hold the Sleep and Home button down for about 10 seconds until you see the Apple Logo.
When I do that all it ends up doing is deleting my pictures. I'm guessing it is a demo because when it comes on or has been sitting for a while it starts a slides how of what can be done on the iPad.
Suggest you return the iPad and ask for a refund.
