faceTime unavailable error message

When attempting to use FaceTime by connecting to call receiver by using that persons Apple ID, I receive FaceTime unavailable. FaceTime app is "ON".

iPhone 4S, iOS 6.0.1

Is the person on the other end connected to wifi?

My person is connected to wifi, but I still cannot make calls or receive them from her. It is more than just her too. I cannot get them from anyone.
