What is the Apple definition of "Personal Authorized Mac"?
I would like to know if it is permittable to install my copy of OS X Mountain Lion on a family member's personal Mac.

You can only install Mountain Lion on your Macs, not others. That's because Mountain Lion is registered to your Apple ID and, if you install it on your family's Mac, apart from being illegal, they won't be able to reinstall OS X because the computer will ask them your Apple ID. In conclusion, you can't do it
If you purchased Mountain Lion from the Mac App Store (not a copy that came installed on a new Mac), you may install that on any Mac you own or control.

Technically, no. Also, practically, it would mean that it is tied to your Apple ID, not theirs.
